Viion Solutions is managing Mass Care/Emergency Assistance Program that is part of FEMA’s Office of Response and Recovery (ORR).

Mass Care/Emergency Assistance (MC/EA) is the provision of life-sustaining services to disaster survivors as defined in the National Response Framework, Emergency Support Function #6 (ESF #6). Mass Care/Emergency Assistance services are provided by government, non-governmental, and private sector organizations immediately before an incident or a potential incident; during the immediate response to a disaster; and during the recovery phase after a disaster.

The MC/EA Section is responsible for the coordination of seven activities detailed under the mass care and emergency assistance functions of ESF #6. The American Red Cross shares these responsibilities and is the co-lead agency for the mass care component of ESF #6. The seven activities detailed in ESF #6 are:

  • Sheltering (congregate and non-congregate)
  • Feeding and Distribution of emergency supplies
  • Support to adults and children with disabilities and others with access and functional needs
  • Reunification of adults and children
  • Support to owners and their household pets, service, and assistance animals
  • Mass evacuee support

To support FEMA’s Mass Care/Emergency Assistance (MC/EA) program, Viion Solution’s team helps FEMA manage their National Sheltering System and their Disaster Recovery Center management system. Some key highlights of these systems are:

  • The data from these systems are made available to the public through the FEMA Mobile App in iOS/Android.
  • For the National Sheltering System, Viion Solutions team works with the American Red Cross team and provide shelter information to help disaster survivors with temporary housing.
  • Viion Solutions team helps support the applications and make sure the data is readily available to help disaster survivors.
  • Over the course, we have supported opening of over 3,500 shelters across the U.S.,
  • Helping more than 3 million people and pets.
  • Viion Solutions team supports the operations of Disaster Recovery Center (DRC). It is a facility or mobile office where survivors can go for information about FEMA programs or other disaster assistance programs, and to ask questions related to their case.
  • Viion Solutions team helped transform the applications by modernizing them.
  • We used newer technology, cleaner designs, and made them more user friendly.
  • During the recent disasters, close to 70 DRCs were opened in Puerto Rico, servicing more than 560,000 disaster survivors.
